Under the Crime and Disorder Act 1998, all Local Authority areas must have in place Community Safety partnerships to undertake strategic planning in regard to, amongst other things, substance misuse. In Gwynedd, as in all other areas, the Partnership delegates this important work to Substance Misuse Action team’s (SMAT) The Gwynedd Substance Misuse Action Team is made up of a number of statutory and non statutory organisations.
